Correct, that'd be due to tweaking in http://core.trac.wordpress.org/ticket/12586.
I don't think there would be a desire to use just a solid color (as we had been doing), because that would prevent us from having a darker pixel below it to sharpen the look. (And changing the markup could break custom skins more than using a background.) That said, we might be able to move that to login.css, that way we can put it on "body" and not "body.login". If you're concerned about back compat, I would post concerns in that ticket.
