Coincidently on the fresh install of wordpress 3.0 it didnt create an
upload/path option had to manually create it, although fileupload_path is
now created properly when upgrading to a network

Confusing some of my users (not to mention myself) as to why that didnt
happen on creation.
network.php tells you to create blogs.dir. We don't create mu-plugins
either; if you need that, you can create it. (It works in single-site WP,
too, and has since 2.8.)
