A beta hasn't been released yet, so I guess it still remains in alpha. The 'Version 3.1 Project Schedule' (http://wpdevel.wordpress.com/?p=901) shows that the beta period begins from 15th November, so if we're still on schedule you can expect a beta in the next day or two.
