Something tells me you're going about the entirely wrong way here, and expecting the worst possible answer to your question.
No, Nothing means that you're no longer going to be able to put adsense on sites using themes you download from WordPress.org. WordPress supports the HTML Text Widget, you can put whatever HTML you want in there, including Javascript and Adsense code. >From what I understand from your post, there's been a decision from a security point of view to disallow PHP Text Widgets, that is, widgets which execute PHP which the user has placed in them, if so, that would not prevent adsense or anything similar.. It'd only increase security of the majority of sites which would use the theme. (Note: Thats based off your email, you didn't mention the exact issue, just your understanding and implication of some decision..) There'll always be plugins as well which make it even easier to add your adsense widgets/etc as well, without having to resort to code as thats what plugins are there for. I'm not part of the theme review team, Nor do I keep tabs on their policies, but all decisions would be made for the better of user freedoms, take note of that last part there.
