Not sure what's happened in your case, can you manage to reproduce that at all?
For the last 6 weeks of releases, TwentyEleven has been the default theme: http://core.trac.wordpress.org/browser/trunk/wp-includes/default-constants.php#L277 Just tested it on a fresh trunk checkout, and it's working as expected too..
