I'm not sure whether this is a bug or expected behaviour, to me it seems
sensible but I have an end user who thinks it's a bug:
Both "E-mail me whenever" options are checked but when the user approves a
comment that has been held for moderation she does not then get an email
telling her of the new comment (she had one telling her there was a
comment awaiting moderation).
Is this correct behaviour or should there be a second email?
