copy is a builtin shell command, try this:

<install cmd='cmd /C copy /Y  ..
              ^^^^^

Beside this, cmd / batch commands may fail when executed from cscript / WPKG, when they produce exceeding output (i.e., when we copy lots of files verbosely).

A solution is to redirect the output to >nil
