Ok, I figured it out.   A package before the one that was supposed to install kept failing to install (it was a script) so it halted the wpkg.js.  When I moved it the bottom of the user profile all was back to normal and in working order.

You used Task Scheduler (schtasks.exe)?

Probably you set the task to start when the user logs in.

Anyway, double check that task, it should have the field which says when
it starts next, when did it last start, and if it failed, why.
