For the first you have to creare a wpkg installerpackage, the second i've
solved using a wpkg package for the wpkg configurations (called
wpkg-settings) and i realod the conf file here.
Probably with this setup i cannot change wpkg-settings and some other
package, but apart this seems work very well.

NOTE CAREFULLY that seems that upgrade wpkg installer does not work,
expecially inside wpkg itself, for me lead all the stuff to a totally
unusable state (the permission/ACL of %PROGRAMFILES\wpkg are totally
removed).
