The upcoming WPKG redesign (see Bug 79) will support independently enable debug
logging (to log files) and debugging to event log. There are no multiple debug
levels. Either you do debugging or you don't.

If somebody wants to implement several debug levels please propose a very clear
set of rules which kind of debug information has to be logged in which level.
Unless this is absolutely clear then it is quite useless since I will never
know if the parts of the code I have troubles with outputs enough debugging
unless I set to maximum debug level.

As a result everybody will use maximum debug level in case of problems. This in
fact is reflected by a binary debug on/off switch already.
