You should see a messages on the window and no empty window. 
Did you copy the wpkgMessage.ini file into the same directory
as wpkgMessage.exe. It contains the localized strings to display.

This is normal because calling it without param creates the mailslot
which has to be unique on the system.

Please check for the ini file and report back.
