I just installed WPKG Client 1.2.0 (final) on a clean Windows XP SP2 (SP2 + all patches slipstreamed) german version virtual machine set up over RIS. During the weekend I can probably try the same with Windows XP SP2 german but I have some doubts that the result will be different. btw. What about the WPKG 1.0 release?
