Well the scheduler approach somewhat did it. Does not seems to fire at every
boot but that sure seems more like a scheduler issue than WPKG! 

Could be nice though with a feature to allow to restart WPKG service after x
minutes up for n times if it fails.... then this scheduler hack isn't
needed!

Yes, this is possible - or you're using 802.1x authentication where the
connection is passed through only after user authentication.

It could also be a kind of personal-firewall issue.


You might think about trying the "scheduler" approach. Use Windows task
scheduler to invoke WPKG service when the machine is up.
