Thanks to Rainer for fixing my problem. I did not have a 'deadtime' in my smb.conf.
I have set deadtime = 15 and now all the idle testuser accounts are disconnected after 15 mins. Connections have peaked at 55 so far this morning but are at a more realistic 20ish now. Much appreciated.
