The install and upgrade actions setup the environment variables (from
profiles.xml/hosts.xml) before running the commands. This allows setting useful
variables like %SOFTWARE% to the location of the software installer packages.
The remove action does not setup the environment, so our environment variables
cannot be used in any 'cmd' attribute in remove actions.
