The "special" shutdown command is using the "psshutdown" tool by sysinternals.
Sysinternals has been taken over by Microsoft and the toolset has been renewed.
It looks like psshutdown now displays an EULA (End User License Agreement)
before it runs. This EULA can be auto-accepted using the "-accepteula" flag.
WPKG should be changed to support the latest version of psshutdown and appand
this flag automatically.
