I recently ran across two packages (gimp-help-2-2.6.0-en-setup.exe and R-2.10.1-win32.exe, although R 2.10.0 is also affected) that give a "Not implemented." popup on Windows 7, when run from outside of a login (e.g., unattended Windows 7 setup from Setupcomplete.cmd), and the install never starts.

If you were to run them from a wpkg service, and didn't suppress message boxes, it would appear as if the installs silently crashed (if you suppress message boxes, it will still fail to install anything). If you run within a login, then the install works just fine.

The trouble is a bug in certain relatively recent versions of Inno Setup. The examples above were both 5.3.5. The bug was fixed in version 5.3.7.

This should fix itself over time, as newer packages are produced with the new Inno Setup. In the meantime, if you encounter the error in a package, try using an older package until a newer one becomes available (e.g.).
