If you define a package using the new precheck-upgrade-logic and the package
upgraded suceeds the checks (so the package install commands won't be executed)
- then the wpkg.xml won't get updated with the new revision.

This essentially means that with precheck-upgrade="always" you will have a
version mismatch on every wpkg invocation once a package succeeds the forced
checks.

I guess after a successful pre-check the wpkg.xml should be updated with the
new revision as well.
