I use the download feature since the months and never experienced the problems
described.
Try to run wpkg.js from a local directory, not a share. Running WPKG from a
network share and then downloading the packages from a webserver has no usecase
anyway. If you can access the network share, you can aswell fetch the packages
from there aswell.
