This is a typo. ;)
Shit, a bug in the change log ;-)
I am going to fix it.
Should read
<upgrade include="install" />
<upgrade include="remove" />
or
<upgrade include="downgrade" />
If <upgrade include="include" /> is used WPKG will not fail but instead log an
error that comamnd type "include" is unknown ;)
