I would do it in the following way:

Add the remove commands for the previous versions as install/upgrade commands to the 10.1.2 package.

<install cmd="msiexec /x ...">
  <condition>
<check type="uninstall" condition="versionequalto" path="..." value="10.0.0" />
  </condition>
</install>

This will execute the command only if the registry contains the uninstall information of the specified version.

This requires using WPKG 1.3.0
