Module policies are not loaded and not shown in the "module policies" page.
Throttle module has a default policy in module.xml and it was shown in
management console in all previous WSAS releases. However, now that policy is
not shown.
Steps to reproduce:
================
1. Go to module management page
2. Select the throttle module
3. Select 'configure policies'
"No module policies found" will be displayed
