I had password changing problems like you describe. It was traced to the fact that I had switched user databases back and forth.
Quoted from Customer Support:
"I would suggest that you remove the "users" key from the registry and recreate the users and see what happens.
If its just as acceptable to you to uninstall and reinstall, then you can do that as well."
