Might want to look into some type of Packet Accelerator. I have seen this
behavior just recently but was with a satellite.

I have just converted from an ISDN line to a Cable Modem and the speed
difference is tremondous... except large files either don't start, do start
and stop, or will start, restart, then hang. (Files of 150,000 bytes or
so..)
FTP Pro version is 6.60
Any ideas? I am stumped. No issue with ISDN.
