I've found that, in practice, IE 4 & 5 have real problems with FTP when
using Folder View.  Both uploads and downloads are affected.  If you search
the Microsoft Knowledgebase you'll find that they are well aware of the
problem.  Folder View is a 'browser enhancement' that they originally added
to IE4 and carried over to 5.  Microsoft's official position is that the
'browser enhancements' may sometimes interfere with using FTP and if this
occurs, simply stop using or uninstall the 'browser enhancments'.

Go figure.
