I ran into an SSL issue a while back. Here is what I found which may assist you in 
your work.

The SSL over FTP traffic is based on internet standards RFC-2246 and
RFC-2228.  These two are all "proposed" standards.  This means that this type
of traffic may not be supported by all softwares/firewalls related to ftp.

  Our developers are planning to use FTP over SSL, between machines on our
customer's LANs, and a machine on our own company firewall DMZ.  The
customers act as the clients, and our DMZ machine is the server.

  They plan to use the WS_FTP Ipswitch software.

  Can someone tell me what ports are used by the WS_FTP software?

  I need to know what access to open on the customer's own firewalls, to
allow outbound WS_FTP connections.

  I need to know what access to open on our own firewall to allow inbound
WS_FTP connections.

  Is this all simply done with standard TCP 20, 21, and >1023 ports?  Or
does this product use TCP port 989, 990, and possibly others?

  Does the WS_FTP server software accept passive FTP connections?

  Any help will be most appreciated.
