No, it shouldn't, but it's worth a try.  RFC-959 states that all commands
should be recognised regardless of case but some ISPs have been known to use
non-compliant software.

The only other thing I can suggest is try manually connecting with anther
commandline FTP program such as the one in MS DOS.  Since WS_FTP scripting
hooks into the commandline version of it's own client it might behave in a
similar way and provide some useful information.
