As far as I can tell from you question you are not having trouble with IIS, the server that is responding to the hostname ftp.cracker.com is running ProFTPD 1.2.0. and does allow anonymous access to the files that you mentioned earlier.  Perhaps this host is already part of your network?

The FTP-Server which is included in the Internet Information Server (Windows 2000) by default.
You can disable this service by using "Administration" -> "Internet Services Manager" (I hope this is the correct english translation).
