  Hmmm...  I tried the same scenario that you mentioned and gave the user
  just power user privileges.  It worked just fine.  In Terminal Services there
  are two different security schemes, one for the Windows Authentication scheme and
  the other for Terminal Services.  Which one are you having to set Administrative
  privileges on?
