We were having similar issues. From this list server someone posted this link to us.
Moveit is freeware and completely programmable.
 
Basically, we are using VB to call a script which runs the sftp.exe
You can set several variables within the script for passive/non-passive as well as encrypted.

Hi, everybody!
 
I'm using the Development Kit and VB6 (SP5) to write a program which FTPs multiple files to a remote site.  It automatically goes into PASV (passive) mode, which is disallowed through our firewall.  Is there a way to force the ftppro32.dll functions to NOT use passive mode?  I've been trying to access the CINFO block and look at the bPassive (boolean) variable, but I don't know how to access this structure in VB6.  Could anybody help me with either, or preferably both, problems?  Thanks!
