(Quoting my SYS Admin because he just tested all of that out last week!) ONLY in passive mode in WSFTP Server 4.x and ports 1024 and above available for SSL. You also need ports 20 and 21 open as well.
Most of this should be in the help file that comes with the program or from WSFTP tech support. In the help file you might have to look for it a little or look in the FAQ on WSFTP's website.
