Yes, you could create an event (called "rule" nowadays) in WS_FTP Server. And yes, you 
need to use an FTP program.

The rule could kick off a Windows command line script (.BAT or .CMD) which again 
invokes the command line FTP.EXE after having dynamically created an FTP script which 
forwards the file(s) to a different FTP site.
