It's worth a try. Several people have reported a similar issue because WinXP SP1 enables the built in firewall in XP in order to try to prevent virus' spreading. Once you determine it was something that changed in XPSP1, then you can re-install XPSP1 (you definately SHOULD be running it!) and work on the firewall rulebase to make WS_FTP work again.
