I ended up spending time with support. I don't remember the exact fix, because we tried many things then, but I can tell you it involved backing up the Ipswitch portion of the registry, the security folder, then uninstalling, reinstalling, and putting back (from the backup) certain pieces of the original configuration.   Since you changed versions, it may not have been a good idea to import registry items and the security folder from a prior version. It's not greyed out. It just ignores me when I click on it. We imported the registry keys and the security folder from the old machine (NT 4.0, version 4 FTP server) to the new machine (Win 2003, version 5 FTP server). SSL is enabled.
