create a firewall rule to allow traffic to and from the ftp server you're accessing.

My thanks to Jim Sokol for his response. I have
found, after a bit of experimenting, that I can access
ftp addresses if I disable my Internet Security. This
is something I would prefer not to have to do. I
wonder if there is an alternative solution to my problem
