Why is it that Folders (.ini files) located in the 
C:\Documents and Settings\All Users\Application
Data\Ipswitch\WS_FTP\Sites directory, are effectively
read-only.   The only options are Connect, Rename,
Close and Help.

While Site Manager folders in the C:\Documents and
Settings\user\Application Data\Ipswitch\WS_FTP\Sites
are completely editable (all options in site manager
are available.)

I was working on a folder called "production" last
week (moving site connections to other folders), and
this week I cannot make any further changes to sites
in the folder.  I Looked in the directories above and
there was a copy of my "production" .ini file in my
personal "Documents & Settings" folder and in the "All
Users" folder.  The one in the "All Users" folder was
the updated version from last week, so I copied that
back to my personal folder and updated the ws_ftp.ini
to point to the new location.

Now I can edit the folder without any problems.

Why is that designed that way?   Is that something
new?
