If the browser has the SVG plugin (Adobe makes one) then it should render the SVG content. I could do it in Flash no probs.

So I guess this may be in a CSS3 (4?) rec :D

There isn't anything in the specs (CSS2 at least).  Not sure about 
proprietary IE or Mozilla properties though... 45 degrees would make 
reading of small pixelated text really hard on-screen though... 90 
degrees might be ok...
