i'd recommend plone (http://plone.org/), but probably because i'm one of the guys at the ui team ;)
we're really focusing on accessibility, semantic markup, and flexibility through css.
if you have any questions: there are plone irc channels (#plone and #plonedesign (the ui channel) on freenode) and mailinglists (http://plone.org/documentation/lists).
