Let me summarise recent comments on this topic (from our list):

"Scrollbar is not in the CSS spec and should not be used - it's an MS
"addition" to the CSS spec that messes with the user's UI widgets. Also,
your CSS won't validate."

"They are not real CSS functions�Just scraps that IE added in to try and
take over�"

"scrollbar-track-color: #whatever; works in IEx, and some other browsers
(Preferences... "enable scrollbar colors"), but it's an IE propriety - and
it does not validate XHTML Strict."
