You use web safe colours to prevent dithering. The "Browser safe" Pallette
has 216 colours - many of them ugly :) - it is for viewers with 256 colour
(8 bit) displays.

While we are on the topic of color palettes and standard color notation, IMHO using the web safe palette for desktop websites is like coding for Mosaic. In this day and age, just about any color monitor still working, can display better than 8 bit color. ;-)
