from what i understand, yes. it is supposedly going to be up on all the standards, with full support for XHTML/HTML, all the DOM specifications, and CSS level 3. whether or not it happens is another issue.

no. Microsoft has stated _several_ times that IE 7 will be Longhorn-only and that they have no intention of _ever_ back-porting it.
