[WSG] .shh! (was Standard Hacks?)

Russ and I have discussed this at length and we have come to the opinion
that the @import rule (when used in that manner) is indeed a hack but a
harmless one.

Well then; perhaps the way to go is the Standard Harmless Hack :)

For a future CSS specification:

   hide_from_dead_browser_hack{
     [EMAIL PROTECTED];;;}
     hack_trigger{version4;;;}
     hack_exceptions{browserX;;;}
   }
   box_model_hack{
