I would make the image a background to the header div, if it's only there
for decorative purposes.

#header { background: #c00 url(graphics/shared/header_graphics.jpg) right
top no-repeat; }

Or if you want it shown 400px from the left, you could try:

#header { background: #c00 url(graphics/shared/header_graphics.jpg) 400px 0
no-repeat; }

The way you have done it, people who visit the site at resolutions like
800x600 (which is still somewhere close to half the surfing public) will get
a horizontal scroll bar (or wrapping).  By putting the image in the
background, you can overcome that issue - the header div should no longer
get wider than the viewport and it shouldn't wrap (except at extremely low
resolution, like lower than 640x480)
