[WSG] Basic CSS Optimisation Principles

Hopefully http://www.bhatt.id.au/blog/2004/08/04/css-optimisation/ is 
helpful for anyone new to CSS, and still learning how to write it 
concisely and efficiently.

Heck it might be useful for someone more experienced, after all before 
writing it I wasnt aware that the measurement type (px, em, %) was 
optional if the value was 0

eg: margin: 0px; = margin: 0;
