PS - IE ignores the xml:lang and lang attributes, just doesn't know they exist.
This isn't entirely correct. JAWS, Window-Eyes, IBM HomePage Reader and other screen readers that use IE as the required browser interpret those values. IE doesn't ignore those values. Those values simply do not offer standard browsers anything that helps their presentation. Browsers require Character set to determine how the text should be presented (left-to-right, right-to-left, top-down) and which set of characters to call into the browser presentation.
