No, there's no way to test if images are turned off. Use techniques that don't actually hide the original text. but just cover it (I lost track which one of the *IR techniques does). If all else fails, go back to tried and tested "stick and image in your source code". If it's a heading, you can still wrap the image tag like so:
<h1><img src="..." alt="your heading text" /></h1>
