Dunno about IE, but XHTML does not allow <ul> within <ul>, the submenu
<ul> needs to be enclosed in a <li> element which is probably why the
submenu is not nested.
It often helps to validate your code [1] -- always a good idea [2] as
different browsers might treat invalid code differently.
