Ian, I asked a very similar question a while ago. The consensus seemed to be that there was no consensus. I recently used Ian Hix's method: http://ln.hixie.ch/?start=1081798064&count=1 to place Flash files on our site (http://www.alucida.com/software/sw_wsDemo_01.html if you're interested, links to pop-up windows containing Flash files at the bottom of the page). This validates as HTML 4.0, not XHTML strict, so the answer to your question may very well be 'no'.
