I am about to start a project that I am going to use CSS drop-down menus at the very top of the web page. Directly below the menu bar will be a banner bar that will be done in Flash. So before I begin, will the CSS drop-down menus drop down over the Flash banner correctly?
No. Embedded content (Flash, Quicktime, etc.) always appears above other content, regardless of z-index.
