A couple of quick problems I noticed:
1. <!DOCTYPE is case sensitive
2. No character encoding. Ideally, this should be sent by the server, but using a <meta /> tag is also valid. An alternate method of having the server send them is by having php set some of the headers.
I found these two errors by validating. Validating should always be one of the first steps in debugging. You should certainly try validating before asking others for help.
